When mysterious envelopes containing free cash cards begin turning up all over the Seventh School District and the people are whipped into a frenzy fighting over them, Shira and Uiharu of Judgment are forced to step in and try to resolve things. Meanwhile, Misaka takes advantage of the chaos to take to the streets herself and becomes mired in a scientific controversy.
