Includes interviews with numerous local citizens, activists, and historians regarding the state of recovery of the city and region, the role of Mardi Gras (including views on whether parades should be held that year), and historical background on Mardi Gras and the culture in which it developed, together with film footage of Mardi Gras celebrations, flood devastation, and rebuilding. Filmed in different neighborhoods of New Orleans and in Plaquemines Parish.
